Key Elements for India’s Scientific Ecosystem:

1. Government Investment: Like the U.S., consistent funding for basic research through public institutions is essential. India must raise R\&D spending beyond the current \~0.7% of GDP.
2. Institutional Autonomy: Universities and labs need freedom from bureaucratic and political interference to foster innovation.
3. Academic-Industry Linkages: Translating research into products and services requires strong ties between academia and industry.
4. Meritocratic Incentives: Talent should be retained through recognition, funding, and opportunities—modeled on the U.S. system where young scientists are rewarded early.
