1. India Leads Call for Inclusive Energy Governance at BRICS Energy Ministers’ Meeting

Context

  • Union Minister Shri Manohar Lal led India’s delegation to the BRICS Energy Ministers’ Meeting held in Brasília, Brazil on 19 May 2025 under Brazil’s presidency.
  • He advocated for inclusive, equitable, and secure energy transitions and reaffirmed India’s leadership in global clean energy cooperation.

Key Highlights of India’s Contribution:

  • Electricity Capacity Growth:
    India’s electricity generation capacity grew by 90% over the past decade, reaching 475 GW in 2025; target of 900 GW by 2032.

  • Renewable Energy Milestones:
    India is now the third-largest producer of solar and wind energy in the world.

  • Biofuel and Ethanol:
    Achieved 20% ethanol blending milestone.
    Advocated furthering the Global Biofuels Alliance to promote sustainable fuels.

  • Innovations and Infrastructure:

    • Rollout of smart grids and advanced metering infrastructure.

    • Expansion of Green Energy Corridors.

    • National target of 100 GW nuclear energy by 2047.

  • Carbon Market & Hydrogen Push:

    India invited BRICS nations to participate in the BRICS Energy Gathering 2026, to be hosted by India.

Joint Outcomes of the BRICS Energy Ministers’ Communiqué:

  • Reaffirmed commitment to UN SDG 7 (affordable and clean energy), universal electricity access, clean cooking, and reduction in energy poverty.

  • Advocated for just, inclusive, and balanced energy transitions, respecting CBDR-RC (Common But Differentiated Responsibilities and Respective Capabilities).

  • Supported local currency use in international energy trade and called for open, non-discriminatory markets.

  • Welcomed the updated BRICS Energy Cooperation Roadmap (2025–2030).

  • Reiterated right of nations to determine their own energy mix and transition pace.

  • Called for:

    • Greater concessional financing from developed nations.

    • Strengthening the New Development Bank (NDB) role in clean energy financing.

    • Transparency in carbon intensity classification, taxonomy, and certification norms.

  • Targeted doubling energy efficiency by 2030 and enhanced BRICS collaboration in research and innovation.
