Context

Under the ULLAS initiative aligned with NEP 2020, Tripura has achieved a literacy milestone, becoming the third Indian state to be declared “fully literate.”

Content

Background

• ULLAS (Understanding Lifelong Learning for All in Society), the New India Literacy Programme, aims for universal adult literacy by 2027.

• Full literacy status is granted to states with ≥ 95% literacy.

Achievement

• Tripura recorded a literacy rate of 95.6%, crossing the threshold. 

• Approximately 23,184 adults were brought into the literacy framework. 

Implementation Strategy

• Conducted through 943 social awareness centres and engagement of 2,228 volunteer teachers. 

• Literacy materials prepared in Bengali, English, Kokborok, reflecting local needs. 

• Literacy interventions emphasized foundational skills, numeracy, vocational training, life skills, and continuing education per NEP 2020 guidelines.

Outcomes Over Time

• Literacy rate epidemiology: 20.24% (1961) → 87.22% (2011) → 93.7% (2023‑24) → 95.6% (2024‑25).

Significance

• Bolsters India’s ambition to become a Viksit Bharat by 2047.

• Demonstrates effective centre-state synergy, integrating policy with grassroots action.

Way Forward

• Sustain progress through lifelong learning, digital and financial literacy, and skill enhancement.

• Potential for replication in other states and scaled adult education programmes.
