1. ECI has established direct contact with nearly all electors in Bihar

Context

  • As part of the ongoing preparation for the Electoral Roll revision in Bihar, the Election Commission of India (ECI) is undertaking large-scale enumeration activities ahead of the statutory deadline of 25 July 2025 and ahead of the publication of draft rolls on 1 August.

Content

Background

  • Bihar voters must submit Enumeration Forms (EFs) by 25 July to be included in the draft electoral rolls.

  • EFs and requisite documents support claims or objections before 30 August.

Key Points

1. Scale and Pace of Enumeration

  • 77,895 Booth Level Officers (BLOs) and 20,603 newly appointed BLOs deployed across all 243 Assembly Constituencies.

  • Supported by 38 District Election Officers, Electoral Registration Officers, and 963 AEROs, under CEO oversight.

2. Community Outreach and Inclusion Measures

  • Political parties have contributed ~1.5 lakh BLO Assistants (BLAs), interacting door‑to‑door.

  • Special assistance being provided to senior citizens, PwDs, and vulnerable groups via over 4 lakh volunteers.

3. Current Status

  • As of 6 PM on 12 July, 6,32,59,497 EFs collected, covering 80.11% of electors in Bihar (~4 of every 5).

  • Distribution of EFs is nearly complete; printing done 100%.

4. Digital Integration – ECINet

  • ECINet platform launched (replacing 40 older ECI apps).

  • By 12 July, BLOs have digitised and uploaded 4.66 crore EFs.

  • A new verification module is fully activated to streamline processing.

  • Reflects a proactive electoral management strategy, leveraging personnel, community outreach, and digital tools.

  • Highlights ECI’s capacity to coordinate large-scale field operations under time pressure.

  • Inclusion of vulnerable groups & door‑to‑door enumeration aligns with democratic equity and universal suffrage principles.

  • ECINet’s digitisation improves transparency, reduces duplication, and speeds up electoral roll finalisation.

Way Forward

  • Maintain high pace to exceed 80 % collection before deadline.

  • Ensure remaining EFs collected by 25 July; documents can be submitted by 30 August for claims.

  • Manage last‑mile connectivity in rural or remote areas.

  • Continue system testing of ECINet’s verification module to avoid roll‐out glitches.

  • Deploy grievance redressal mechanisms for omissions before 1st August draft publication.
